  17. <p>     Forget the economic "miracle" touted by ex-Governor Michael
  18. Dukakis: Massachusetts is suffering its worst slump since the
  19. Great Depression. Banks have failed, real estate values have
  20. wilted, and unemployment remains above 9%. Last week one of the
  21. state's most beleaguered cities, Chelsea (pop. 28,222), just
  22. north of Boston, had to be saved from financial collapse.
  23. </p>
  24. <p>     Over the years, Chelsea absorbed a heavy stream of poor
  25. immigrants who receive substantial amounts of welfare. Despite
  26. a $9 million deficit (in a $40 million budget), voters refuse
  27. to increase taxes, and city officials are unwilling to slash
  28. services. Result: schools still have not reopened this fall, and
  29. municipal employees are payless. The Massachusetts legislature
  30. last Wednesday empowered a private receiver to seize control of
  31. Chelsea and impose such drastic changes as revising police, fire
  32. and teacher contracts and suspending zoning rules. But lawmakers
  33. fear that Chelsea will demand new state funds, which may inspire
  34. other struggling towns to look to the statehouse for a bailout.
